The war on Drugs has Failed
There were many reports from the gathering of thousands
of scientists, physicians and activists in the United
Nations (18th International AIDS Conference) who are
in the forefront of the fight against HIV and AIDS pandemic
around the world.
One such report showed how the HIV epidemic is unhindered
among some populations of drug users. Presented with
this evidence can anybody deny the importance of drug
and alcohol treatment?
It is not hard to argue that successful drug treatment
is beneficial to the individual addict by giving their

by preventing epidemics such as HIV infections.
HIV infection among heroin users in Eastern Europe

Writing in the medical journal the Lancet, where the
Vienna Declaration was also published, Michel Sidibe,
the executive director of the Joint United Nations Program
on HIV/AIDS (UNAIDS) and other prominent scientific
leaders stated the situation succinctly: "The war
on drugs has failed."
If this is the fact, then drug treatment centers in
